No. Although use of the FFPE DNA Repair Mix improves the yield and quality of libraries made from FFPE DNA, libraries can be made using the NEBNext library prep kits. The Ultra II DNA Library Prep Kit for Illumina is especially well suited for use with FFPE DNA, and performance data with this sample type can be viewed here.
